The team
The coordination office is in charge of the PEMB's day-to-day operations, of developing the metropolitan strategic plan in force, of updating and renewing it, of generating and facilitating coordination on a metropolitan scale, and of promoting knowledge about strategic planning.

Oriol Estela Barnet
General Coordinator
Economist and geographer. Local development and strategic planning professional since 1995, first in public administration consultancy (1995-2005) and subsequently in Barcelona Provincial Council (2005-2016), with regular participation in various conferences, training activities and publications. Ensures compliance with the PEMB objectives and manages the coordination office.
David Rodríguez Borràs
Technical Secretary
Economist and political scientist. Previously worked as an economist at the Institute for Economic Analysis and at Barcelona Chamber of Commerce. He has been an adviser to various foundations linked to cultural activities, participating in the preparation of their respective strategic plans. He has also been a lecturer at the UAB and the UPF. He is Technical Secretary of the PEMB, where he supports the General Coordinator and is in charge of subjects linked to the economy.
Cristina Prat Abellà
Administration
Gives the PEMB team administrative support. Collaborates with the maintenance and updating of the database and with the management of activities. Liaises with the managers of the coworking space, where the PEMB coordination office is located.
Edith Rey
Administration
Technical higher education in Administration and Finance. More than 20 years' professional experience in the field of administration. She has worked as an administrative accountant and production secretary in the editorial and audiovisual sectors. In the PEMB she works with the Technical Secretary on the Association's administrative and accounting tasks. She is responsible for personnel management, payments and accounting.
Lluïsa Guàrdia Torrents
Institutional Relations
Lluïsa Guàrdia has a degree in Philology from the UAB and a Master's degree in Cultural Management from the UOC-UdG. From 1990 to 2004, she worked in the postgraduate training centre at the UB and taught Catalan language to adults in the CNL. In 2004, she joined the PEMB's Communication department and she has been in charge of institutional relations to promote communication with associates and create links with other agents in the metropolis since 2020. She actively collaborates to promote culture, especially the performing arts.
Júlia Brosa Hernández
Communication and Press Coordinator
Journalist specialized in press offices with a master's degree in Social Communication. She has experience in the internal and external communication sector, particularly in media relations and events organization. She is responsible for the entire communication strategy and the coordination of PEMB activities.
Paula Salvatella Filella
Communication Unit
Journalist with experience in the audiovisual sector for different non-governmental organizations in areas such as international cooperation, feminism and health. She is in charge of giving coherence to the corporate image; photography and graphics at PEMB; as well as activity management and content creation. In addition, she participates in design and support tasks in the facilitation of participatory workshops.
Serena Iordache
Communication Unit
Journalist and political scientist from UPF with experience in fact-checking, data analysis and visualization, content creation and writing. She has worked at SER Cataluña, Story Data and Verificat, where she has specialized in detecting and debunking hate speech. As a result of her professional and personal experience, she has been interested in migratory movements and urban research, which has also led her to work on projects with a social impact background. At PEMB, she works on management of activities, content creation and graphic aspects.
Irene Navarro Solé
Technical Office Coordinator
Irene Navarro Solé is an environmentalist specialised in urban development, spatial planning and participation. She has worked in environmental consultancy and later, as an independent consultant, on developing projects related to sustainability, landscape and territory, applying participation, facilitation and communication tools. At the PEMB, she coordinates the technical office team and is in charge of the missions of the Metropolitan Commitment 2030
Maria Cortada de la Peña
Technical Office
Political scientist with a vocation for local administration. She has worked from organizational and process consulting, strategic consulting, program evaluation, and is part part of the PEMB technical office since 2009. She is currently in charge of the issues of metropolitan governance, territorial cohesion and global agendas. She also likes the evaluation and innovation of public policies, and listening to experts in prospective and future studies.
Luisa Fernanda Pinto Rodríguez
Technical Office
Lawyer, specialized in urban planning law and master in Territorial Planning and Environmental Management from the UB. She has experience in the development of urban plans at the local level and in trade associations of the private sector related to regional planning and housing policies. Currently, she works on the transformation of housing policies based on innovation and collaborates in the design and facilitation of participatory processes of the PEMB.
David Úbeda Halcón
Technical Office
Political scientist with a master's degree in Public Management from the UAB. As a university student, he spent a year studying at Tampere University (Finland), focusing his studies on Finnish municipalism, the growth of Euroscepticism and new educational models. He is currently interested in the challenges of digital governance and the creation of public policies using digital data. In the PEMB he works on updating and monitoring the Strategic Projects Map and investigates new strategic plans.
Julia Azpiroz de Achával
Technical Office
Argentine architect. Specialized in urban planning and sustainability, and urban public policies. She has worked on different projects in the private sphere and has experience in teaching and research, specifically in the public space. Currently, she leads issues at PEMB related to sustainable mobility, she collaborates with projects in the fight against the climate emergency and others linked to architecture and urban planning.
Ángela Precht Gandarillas
General Coordinator of the European Capital of Democracy
She is a seasoned journalist working at the intersection of technology and social sciences with extensive experience in project and team management. With over 25 years' experience working in journalism, communication strategy, community building and content design across different sectors, including media outlets, social bodies, private and public sectors, she has led communication for Decidim platform, Sónar+D and In-Edit Chile. She was the curator for the Biennial of Thought 2022.
Bego F. Simón
Communication Coordinator of the European Capital of Democracy 2023-2024
Audiovisual journalist specialised in digital content and strategy. With over 20 years of experience, she has worked in various media outlets such as SER, TVE and 8TV, as well as the Parliament of Catalonia for XAL. She holds a postgraduate degree in digital project management, has in-depth understanding of internal and external communication and currently works as the communication manager for the European Capital of Democracy, a project run by the PEMB and Barcelona City Council
Laura Cabiscol
Production Coordinator of the European Capital of Democracy 2023-2024
With a degree in Communication and Cultural Industries (UB), her interests have focused on art and culture and their relationship with individuals. As a result of various professional experiences, she has also become interested in the ethics of technology and its potential for democracy. She has worked on public and private international projects that have helped to create spaces for meeting and exchange. Currently, at the PEMB, she is the production coordinator of the European Capital of Democracy.
Lidón Martrat Sanfeliu
Coordinator of the Office for Sustainable Food
Lidón Martrat has a degree in Political Science and a Master's degree in Public Management. She worked in international cooperation from 2000 to 2020, both as an expatriate in Central America and in the field of project management and strategic planning for organisations. Specialised in food sovereignty (marketing, education, health and public purchasing), she has been the operational coordinator of Barcelona City Council and the PEMB's project “World Capital of Sustainable Food 2021”. She is currently in charge of coordinating the Shared Office for Sustainable Food.
Giulio Cappadona
Head of the European 'CULTIVATE' project
He has a Master's degree in Plant Biotechnology (WUR) and a postgraduate degree in Social Economics and Cooperatives (UAB). He is experienced in developing new distribution and marketing chains with innovative products. In the third sector, he founded and worked as the purchasing manager of Foodcoop BCN. Knowledgeable about food and food sovereignty in the third sector in Barcelona and the surrounding area, he is in charge of supporting incipient distribution and marketing projects in the city such as “Comerç Verd” and “Terra Pagesa”. As part of the PEMB, he is involved in the European project “CULTIVATE”.
Sannie Pacheco
Expert. 'PDU-BCN' project
Sannie Pacheco has a degree in Geography and a Master's degree in Spatial Planning and Environmental Management. She is specialised in geographic information systems (GIS) and spatial data analysis and has worked on various spatial planning, urban management and environmental studies projects in the public and private sectors. At the PEMB, she is currently working on the development of urban studies by applying GIS tools and data analysis aimed at making strategic decisions. She is also part of the technical team of the PDU Office, at Barcelona City Council's Urban Ecology Department.
Carolina Santos
Expert. 'PDU-BCN' project
Carolina Santos has degrees in Architecture and Urban Planning from Brazil and completed postgraduate studies in Project Management, specialising in public and private space reform at La Salle University in Barcelona. She also has extensive knowledge about sustainability. At the PEMB, she is currently part of the technical team of the PDU Office, at Barcelona City Council's Urban Ecology Department, where she works as an urban data analyst.
