The Barcelona Metropolitan Strategic Plan (PEMB) is an association promoted by Barcelona City Council, the Barcelona Metropolitan Area and ten highly relevant economic and social institutions.

How we work

Organisation

The reference point for the PEMB is the Metropolitan Area of Barcelona (AMB). As such, the person who holds the presidency of the AMB also holds the presidency of the PEMB.

Structure

The General Council is the general assembly and the Association’s highest governing body made up of more than 300 institutions, organisations and individuals closely linked to the metropolis of Barcelona. It is chaired by the person who holds the presidency of the Association.

Any person or entity that has an interest in the Associations’ aims or activities and wishes to become a member of the General Council may complete the application form and send it by e-mail to plaestrategic@pemb.cat.

The Governing Council is the governing, administrative and representative body of the entity.

This council is comprised by the highest representatives of the organisations that sponsor the Association, a representative of Aena (on behalf of its presidency), a deputy mayor of Barcelona appointed by the Barcelona City Council, the executive vice-president of the AMB, a representative of Diputació de Barcelona, a representative of the Baix Llobregat Regional Council, representatives of several town councils of the Association’s member municipalities, a representative of the Generalitat de Catalunya and the individual who holds the presidency of the Executive Committee.

The meetings of the Governing Board are attended by the general coordinator of the PEMB, Oriol Estela Barnet.

The Executive Committee undertakes by delegation the functions required for the Association to operate properly. It also sends information and documentation to the Governing Council to enable it to take decisions.

Consultative body, complementary to the Association’s governing bodies. The territorial commission aims to incorporate the various local particularities into the tasks carried out by the PEMB.

This office is responsible for spearheading the process of drawing up metropolitan strategic plans or, where appropriate, for monitoring the current plan, staying in contact with partner institutions and building relations with other domestic and international institutions.

To achieve this, the Coordination Office has a Technical Secretariat, a Technical Office and a communications team that carries out all the tasks related to the mission and those that arise from fulfilling the other functions entrusted to it by statute.

The Coordination Office strives to become a model platform for collaboration between all types of organisations that want to contribute to the Metropolitan Commitment 2030 and to be a benchmark for metropolitan governance in Barcelona by building trust between all metropolitan stakeholders.

The Coordination Office of the PEMB is entrusted with the following roles:

  • Designing, facilitating and documenting the various phases of strategic planning processes.

  • Promoting and participating in projects aligned with the implementation of the Association’s strategic plans.

  • Communicating the development of various phases of strategic processes, the organisation’s achievements and the resulting projects.

  • Managing the Association’s day-to-day activities.

  • Promoting research on the Association’s challenges, policies and metropolitan governance.

  • Acting as a lobby that seeks to improve metropolitan governance.

  • Leading the roll-out of the Metropolitan Commitment 2030.

  • Contributing to giving a metropolitan dimension or including projects promoted by players of the quintuple helix.

  • Promoting strategic planning as a tool for improving governance.

  • Experimenting with and innovating in methodologies and processes.

  • Providing advice and methodological support in strategic planning to other entities.
