What is the PEMB?
The Barcelona Metropolitan Strategic Plan (PEMB) is a non-profit association that aims to define long-term strategies for the metropolis of Barcelona. The Association seeks to align economic and social players to face global challenges based on a metropolitan perspective.

The PEMB was founded in 1988 as a mechanism to coordinate and convey the change in Barcelona’s model after the industrial crisis and with the impending arrival of the 1992 Olympic Games. The Association incorporated a social perspective and extended its scope to the entire metropolitan area in 2000.

The PEMB is an association promoted by the Barcelona City Council, the Barcelona Metropolitan Area and ten other institutions. The Association operates through five bodies, with a coordinating office responsible for the entity’s day-to-day management.

The coordination office is dedicated to drawing up and monitoring strategic plans and acts as a reference platform for coordinating and engaging metropolitan players. The office also facilitates joint project creation and development.

The Association’s institutional, labour and economic information, as well as the funding and contracting mechanisms and the functions of the governing bodies and the general coordination, are freely accessible.
