The Association
The Barcelona Metropolitan Strategic Plan (PEMB) is a non-profit association promoted by the Barcelona City Council, the Barcelona Metropolitan Area and ten other institutions, with more than 300 members currently. Its main purpose is to define strategies that make it possible to align the economic and social players in the metropolitan area in order to achieve shared objectives in the medium and long term.
Thinking, planning and providing incentives
The main challenges that cities face require applying a long-term vision and defining strategies to help to transition toward the future we all want within the framework set out by global agendas. Strategic planning is thus a key tool to support governance in our cities.
We must keep in mind, however, that the growth of large cities generates flows of people and goods as well as interdependent resource connections between municipalities that take on a metropolitan scale. As such, this requires joint planning and management in order to improve the capacity to face future challenges.
